Synopsis

Customs authorities across the world are tasked with overseeing imports and exports that involve multiple and often competing objectives including the enforcement of customs laws and the facilitation of legitimate trade. The revenue collection targets of customs authorities which are set by each Government have increased annually. The revenue collected by customs, including customs duty, consumption tax and import VAT/GST, accounts for a not insignificant percentage of total government revenue collection.

Customs planning starts from the design of your product till the product is sold to the end user and sometimes even after that final sale. In fact, customs has a potential impact on many other areas of your business including but not limited to brand protection, tax and environment concerns. Thus, it is clear that customs is not merely the work handled by the logistics or customs sections of your operations. Compliance is a company-wide responsibility and the cost of non-compliance can have a huge impact on the company’s profitability. These issues are relevant to in-house legal counsel who is responsible for legal and compliance risks and the auditing and monitoring of the company’s compliance programs including its records management.

This seminar will cover:

Participants can enjoy either:

a. Early bird discount rate
Seminar fee of S$190* (inclusive of GST) applies if registration is received latest by 10 March 2012.

b. Normal registration rate
Seminar fee of S$250* (inclusive of GST) applies if registration is received after 10 March 2012.

c. Group discount rate
Group discount rate applies if there are at least 10 participants from the same organisation. Seminar fee of S$170* (for early bird registration) or S$225* (for normal registration) applies.

d. Student rate
Seminar fee of S$48* (for early bird registration) or S$63* (for normal registration) applies for full-time undergraduate (matriculation card must be provided in order to enjoy this entitlement)

About the Speaker

Tony Kerr advises clients on customs and international trade issues in the Asia Pacific region, specializing in customs valuation under the Brussels Definition of Value (“BDV”), the World Trade Organization (“WTO”) Agreement on Customs Valuation and various national systems.

Tony also provides tariff classification opinions under the HS system and advice on rules of origin under the WTO and the various preferential trade agreements. He works with clients to ensure that their systems for the import and export of goods are fully compliant with customs and other cross border agency’s requirements. He also assists clients on tax planning from an indirect tax perspective (transfer pricing).

Tony reviews transactional and logistics flows to ensure that the client is gaining maximum benefit from the various trade agreements and in-country investment incentives. He assists clients in undertaking customs and trade due diligence, an area often overlooked when a company is expanding its operations through the establishment of a joint venture or through investment in a new company. Early identification of customs and trade issues, which often do not surface until the transaction for the purchase of a business is long concluded, has provided clients with the early opportunity to discuss these issues and make more informed decisions on their acquisitions.
